I think it would be great to always generate a mail transmittal form but don't automatically print it unless the agent selects "Yes" to the question on Authorizations & Disclosures or checks it in the list of forms to be printed when they finalize. This would ensure that that form is available if the agent realizes they need to mail something at a later date.
