Make the Tools> User Preferences > Pmt Info Defaults > Inflation Rate field accept a complete rate with decimal values

Currently on release 21.4.30t you must select/highlight each individual digit and type that one digit. Then select/highlight/type the next digit etc.

This is limiting my current DEV-1761 Pmt info Defaults test on that field to a single digit.
